It gives me 89 stitches rather then 90:
2(from the increase)+29+28+30.
It's missing me 1 sc and I cannot find where it is.

I believe you're referring to this round:
Rnd 10: ch 31. (Place a stitch marker in the next st you make – the first you will make on the foundation chain, this will mark the beginning of the next rounds.) Crochet back on the chain, inc in second ch from the hook, sc in next 29 st, sc in the stitch where the foundation chain starts, continue on the neck and BLO sc in next 28 st, continue on the other side of the chain and sc in next 30 st [90]
2 + 29 + 1 + BLO 28 + 30
You work 1 sc in the stitch where the foundation chain starts. I believe this is the one you missed?
