I'm making scraps the seagull. I'm a bit confused on row 24. What's the chain for and how do I end up with 61 stitches please. Thanks.

Row 24 you work along the chain, around the main body then back up the other side of the chain.
Increase (2) + 8 + 41 + 8 + Increase (2) = 61 stitches.

It looks right! When you work around the entire piece in the next few rounds, you'll see the body take shape :). It's a different technique, but believe me, the end result is worth it!
