Hi, thanks for your message! The pattern works out because you don't work every hair strand in a new stitch, some hair strands are worked in the same stitch. I have highlighted these differences in orange and green below:

HAIR (in black yarn)
The wrong side of the hair will be facing out. The hair is made up of 4 layers.
Rnd 1: start 6 sc in a magic ring [6]
Rnd 2: FLO inc in all 6 st [12]
Rnd 3: FLO (sc in next st, inc in next st) repeat 6 times [18]
Mark the first remaining back loop of round 3 for later.
Rnd 4: FLO (sc in next 2 st, inc in next st) repeat 3 times, FLO sc in next st, continue in both loops, sc in next st, inc in next st, (sc in next 2 st, inc in next st) repeat 2 times [24] Continue making the hair strands.

Layer 1
Make a total of 30 hair strands.
Strand 1: ch 23, skip first ch on the hook, slst in next 2 ch, sc in next 20 ch, slst in NEXT st on Rnd 4 [22]
Strand 2: ch 25, skip first ch on the hook, slst in next 2 ch, sc in next 22 ch, slst in NEXT st on Rnd 4 [24]
Strand 3: ch 29, skip first ch on the hook, slst in next 2 ch, sc in next 26 ch, slst in NEXT st on Rnd 4 [28]
Strand 4: ch 29, skip first ch on the hook, slst in next 2 ch, sc in next 26 ch, slst in SAME st on Rnd 4 [28]
Strand 5 – 6: ch 29, skip first ch on the hook, slst in next 2 ch, sc in next 26 ch, slst in NEXT st on Rnd 4 [28]
Strand 7: ch 29, skip first ch on the hook, slst in next 2 ch, sc in next 26 ch, slst in SAME st on Rnd 4 [28]
Strand 8 – 19: repeat strands 5-7 four times.
Strand 20: ch 25, skip first ch on the hook, slst in next 2 ch, sc in next 22 ch, slst in NEXT st on Rnd 4 [24]
Strand 21: ch 23, skip first ch on the hook, slst in next 2 ch, sc in next 20 ch, slst in NEXT st on Rnd 4 [22]
Strands 22-30 will be the fringe. Work in BLO of round 4.
Strand 22 – 23: ch 21, skip first ch on the hook, slst in next 2 ch, sc in next 17 ch, inc in next ch, slst in NEXT st on Rnd 4 [21]

Strand 24 – 25: ch 16, skip first ch on the hook, slst in next 2 ch, sc in next 11 ch, dec, slst in NEXT st on Rnd 4 [14]
Strand 26 – 28: ch 19, skip first ch on the hook, slst in next 2 ch, sc in next 14 ch, dec, slst in NEXT st on Rnd 4 [17]
Strand 29 – 30: ch 21, skip first ch on the hook, slst in next 2 ch, sc in next 16 ch, dec, slst in NEXT st on Rnd 4 [19]
Fasten off, leaving a long tail for sewing.
