The hair curls automatically, when following the pattern. Might be you need to crochet a little bit tighter to get the right effect? You could try using a smaller hook to be able to tighten your tension.

I honestly don't understand the instruction for this part 🙈 Do I just make chain 10 and sc for 9 for each line and then slst horizontally up? How many sets of chain 10 + sc for 9 do I actually make and in which direction do I do slst?
would really appreciate some guidance here 🙈

The hair will curl more if you make the chain a bit tighter and the single crochets a bit looser.

After you have made the chain of ten and single crochet along the chain, you make the slip stiches in next three left over front loops on the hair base (towards your left). Then you make another chain of ten and 9 single crochets and then  again 3 slip stiches in the front loops of the hair base etc. until you have used all the front loops and have arrived at the top of the hair base. The number of hair strands is HUGE.

I had the same problem (no curly hair) and for me it worked to do the single crochets just in the back loop of the chain. And when tightening the thread, hold the  foundation chain, not only the one chain underneath the single crochet. Sorry, I hope this is understandable, as english isn't my mothertongue.
