Reversible Tulip Fairy issues with petal pattern

Is anyone else Out there, having problems with the pattern for the petals in the "Reversible Tulip Fairy?" Or, is it just me?

The pattern says to chain 13, and then you're going to work into both sides of that chain back-and-forth. This seems to work on one side with all 13 chains, but the opposite side, it seems to only work with 10 of the chains, leaving 3 completely empty (unworked) on that side. And each subsequent row matches up with that pattern in that way. The result is in off-kilter petal. Please help!
