Unfortunately, in the first print run of Zoomigurumi 8, a small part of Stormy the Raccoon's vest on page 81 is not printed. Please find the full instructions, following row 22, here:
Row 23: hdc in next 12 st, ch 30 [12]
Fasten off. Dress Stormy with the vest and tie the straps into a bow.
Would that be sc, not hdc, in next 12st; and ch28 instead of ch 30? This would be consistent with the right side of the vest.

Thanks for pointing out those differences.
The designer preferred hdc for the last row, but feel free to work the last row with sc! The first (leftover) chain is indeed 28 ch long, the second is 30 ch long. I can see how this can bring a slight difference in length, but it's by choice, not a mistake.
