Rnd 7: sc in next 4 st on the second feather, sc in all 10 st on the first feather, sc in leftover 6 st on the second feather, sc in all 10 st on the third feather [30]

You indeed jump from one open piece of the feather to the next. Make sure to hold both pieces while you crochet, so they don't turn around. When the entire piece is joined, you'll have no trouble continuing as it no longer turns.
