Spih is right. The number between square brackets is the total number of stitches in your round. In this case 4 regular sc stitches and 6 chains. So you only need them to reassure you have the right number of stitches.

The number between the square brackets is the total number of stitches in the round. So no, you don't need to crochet these (as you have already done that). We add the chains separately in the stitch count, as these are not regular crochet stitches.
