I believe you're referring to round 15?

You start by crocheting a number of stitches on the body. You then hold the tail piece next to the body piece, top aligned. You then insert your hook in a stitch of the tail piece and in a stitch of the body piece at once. Pull up a loop and crochet a sc. When you've worked 8 sc, the tail piece is attached to the body piece and you continue working on the body.
