I believe you're referring to Row 4 of the Mouth and Teeth.

After crocheting the Mouth & teeth part (Row 1-4), you fold the green part on row 3 (which is the round where you worked in BLO. The remaining front loops are now positioned outward. You will use these front loops to sew the green part to the head. This way you get a thicker lip, covering the attachment of the white stitches slightly, giving a nicer finish.
