If I understand correctly, you're having trouble making the spikes stand up on the stegosaur's back?

There's a few things that could help:
- sew around the spikes twice, a double seam could make them sturdier.
- make sure they're crocheted tightly, the tighter you crochet, the less floppy they will be.
- You can opt to sew the spikes sides together at the center before sewing them on, when the two layers are tightly together, they will be less floppy.
- add a pipe cleaner in the spikes if none of the above works.
