I believe you're referring to this part:

Make a total of 72 hair strands. All are worked in BLO (layer 1).
Strand 1 – 2: ch 8, turn, skip first ch on the hook, sc in next 7 ch, slst in next st [7]
Strand 3: ch 8, turn, skip first ch on the hook, sc in next 7 ch, slst in same st [7]
Repeat strands 1-3 23 times. Fasten off, leaving a long tail for sewing.

You make a first strand by inserting your hook in the back loop of your next stitch, then chain 8. Then you work back on the chain, skip the first chain on your hook and work a single crochet in next 7 chains. You then BLO slst in the next stitch on your hair piece.

The other strands around the hair piece are worked in the same way (though some are finished off by working in the SAME stitch, instead of the NEXT stitch).
