I believe you're referring to this part? (I'm ginving the sample of the right hand only to simplify)
Rnd 6: sc in all 14 st [14]
In the next round, we'll join the thumb to the hand.
Rnd 7 (right hand): sc in next 2 st, sc in next 2 st through both the hand and the thumb, sc in next 10 st [14]
Rnd 8 (right hand): sc in next 2 st, sc in 4 remaining st on the thumb, sc in next 10 st [16]
When working round 7 you have worked 2 stitches through both the hand and the thumb, to attach the thumb piece to the hand piece.
In round 8, however, you don't work on these exact same stitches. You work on a few stitches of the hand, then work on the remaining stitches of the thumb and continue on the stitches of the hand. This means that you don't work in the 2 stitches that were used to attach the thumb to the hand.
So while you had 12 + 2 stitches in Rnd 7, you work on 12 + 4 remaining stitches in Rnd 8.
